If these reports are accurate, there seems to be no other way to interpret France's position other than as being antithetical to the digital single market as a core concept of EU regulation. It is a position also reflected in the weakening of the country of origin rule in the new AVMS Directive as well as in its approach to the one-stop-shop in GDPR. Whether or not that is a good idea or a bad idea is a policy question on which reasonable people may differ, but it is imperative that the discussion be an honest one - what France is saying is that it wants the flexibility to apply different rules to its fellow member  states and that it does not trust its fellow member states to achieve the policy outcomes that France wants to achieve.
