Mexican Senate approved  today a draft bill of law (BoL) which orders the creation of National Registry of Mobile Telephony Users. The new BoL requires users of mobile telephony services (both pre-paid users and subscribers)  to provide massive biometric data (fingerprints, iris, face and voice biometric information) as a requirement for obtaining a new mobile telephony line. Commentators largely agree that, if challenged  in court, BoL should be considered unconstitutional, as it breaches various privacy principles and rights, including the Proportionality Principle. The BoL has been passed to the House of Representatives for review.
